zooming 1:1 leaves the image pixelated.

When looking at an image 1:1, it is pixelated due to the smart preview. 
I did some testing and the 1:1 only gets rendered when I have checked in the settings that LR CC can use X% of hard drive space. 
When I have it on zero, the picture never renders 1:1. 

The user isn't given any indication on why it is unsharp at 1:1
And there should be a download notification that LR is downloading the full 1:1 preview. 
And when target available disk space usage is set to 0%, there's no indication that a 1:1 preview will ever be rendered/downloaded. 
So target available disk space usage should be a minimum of 1% to allow for 1:1 downloads to happen.
