Photoshop: Zoom shortcuts don't work after resize

Right afrer image resize (ctrl+alt+i) zoom shortcut (ctrl+ + or ctrl+ -) doesn't work like when your window is inactive. I should press Esc or mouseclick to make it work.
But sometimes, very rarely (I don't know why) it works without Esc or click

Very, very, very annoying

Could you tell me a little more about your setup? What OS and version of Photoshop are you using? Are you in tabbed or floating windows mode? What tool do you have active when you encounter the problem?

Os; Win7 Ultimate
version: PS CS5 (Adobe Photoshop Version: 12.0.4 x64) but on 32 bit CS5 version this bug also presents
Replicated bug in floating window and tabbed mods with marquee or healing brush tool active on two different computers (quite powerful and well configured)
Last time I tried to replicate bug, it all work perfect until I tried this, well... 20 times or so. Then bug began to appear randomly but regularly then most of the times.
I didn't press any button after image is opened except hotkeys mentioned before
Image is simple jpeg.

upd: when bug is "active" all hotkeys like Ctrl+something (CtrlA, CtrlQ, CtrlShiftU) don't work. But Ctrl_Alt_something works
now I'm little confuzed :))

BTW: after latest program update bug appears less frequent

No solution? I have the exact same problem
