The other day I was working on DO's and DONT's of a product and wanted to show them on a sheet of paper separated in two zigzag parts. I found it difficult to do on photoshop.
Can we have a tool similar to zigzag scissors we used to have in our childhood.
It can be used for different purposes like comparison, ornamentation etc.

One could achieve the effect with custom Brush Presets for example so I doubt a dedicated Tool makes a lot of sense.

But is it possible to cut the shape in two halves with brush preset?

Sorry, I think I misinterpreted your original post.

If you want to split a Path like a Vector Mask in two (along a "straight" zigzag line) that could be done with a custom Shape but would need some manual input (duplicating the paths and then intersecting the element with the one and subtracting it from the other) so the convenience you strive for would not be achieved.

One could use a Brush on a Layer Mask but that would probably take even more additional steps.

Ya that's the problem.
I think this tool would make it more convenient.

I certainly can’t contradict you when you state what would make work easier for you.

But when it comes to Path editing you may want to check out Illustrator, Photoshop (while curiously enough superior to Illustrator in some Path related tasks) is not the "dedicated" program for that.
