You can drag & drop images into the "Export As" dialogue

I've found a strange bug. I tested it with Photoshop CC 2017 and CC 2018. Try the following to reproduce:

- Create a new document of any size
- Create a new layer and use the brush tool on it
- Right click on the new layer and select "Export As"
- Open Windows Explorer and browse for any picture (jpg or png for example)
- Drag this image from the Explorer onto the Photoshop icon in the task bar, wait until Photoshop changes to the foreground and then drop the image into the "Export As" dialogue
- The image is now being displayed in the "Export As" dialogue, you can even zoom and scroll it, but all the other controls/buttons of that dialogue are gone
