Workspace panels reset to incorrect sizes every time after opening Photoshop

Photoshop 2015.1.2 on Windows 7 64-bit

This bug can be reproduced with any workspace. I used the built-in Painting workspace in my screenshots as an example.

Step 1: resize Photoshop window to make is smaller. All panels get re-arranged to fit this smaller window size:

Step 2: double-click the window title to maximize Photoshop. All panels expand too, but the general structure remains the same as in the small window in Step 1:

Step 3. close Photoshop

Step 4: open Photoshop again. It still looks like it was in Step 2.

Step 5: reset the workspace. Now it looks normal again:

Step 6: close Photoshop

Step 7: open Photoshop and see that all panels look as in Step 2 and not normal.

Repeat steps 5-7 until steam comes out of your ears. Basically, after you resized the Photoshop window once and forgot about it, your workspace will always look wrong and require resetting every time you open Photoshop.

Steps 1-6 work as I would expect, however after resetting the workspace in step 5 it's supposed to stay looking normal in step 7.
