Photoshop: Workspace not working becouse photoshop can't locate the files

I cannot change the workspace in Photoshop because photoshop "cannot load the file" That is what is tell's me. Even some photo-related tools won't work well. When I want to select the "select and mask" tool it won't load and say's; Can't open workspace because the file is not found. Same problem when I tried to load from Lightroom into Photoshop. I have tried reïnstalling photoshop and Lightroom several times, put back to previous versions and even removed the entire creative cloud with all my preferences and redownloading it. But the problem persists. The same problem is there when I try to open the libraries. Seems to me that it is a problem with the library or workspace files. But I have no idea how to change that. I have this problem for months now and it gets really frustrating. I cannot use photoshop now for some decent photo editing and I really need a solution. 

I am using the latest versions of both programs on a Windows 10 64 bit laptop with 8 gig RAM and an Intel Core i7 2.60 GHz CPU. I have an NVIDIA GeForce GTX 950M graphics card. The programs are on a Samsung mSATA SSD 500 gig (450 gig free space left) while my pictures are on a standard HDD 500 GIG (163 gig free space left). Both are inside the laptop. Both programs have run without these problems on this system, which I have for about 3 years now.

Looks like a permissions problem. Have you checked permissions of those files or tried a new Admin user account? Troubleshoot user permissions

I did look at the permissions and made a new admin account. But that did not help. It did give me an idea though and tried running Photoshop as administrator and that did the trick. The problems where gone!! So I told windows to open photoshop always under administrator settings. Only now a photo won't open in Photoshop when I load it from Lightroom. So i put lightroom under administrator settings as well and now it works all great. So thank you for your tip!!
