If my memory serves me right, I believe up and including PSE6 one could edit the database file with Microsoft Office Access and "move" (or more importantly, reconnect) images in one big find and replace to a new (correct) location.

Now in PSE13 the catalog.pse13db file is not anymore recognized by Access and I have no clue which program can read and edit this db file.
If someone has knowledge about PSE13 database specifics, maybe he can also shed some light about the WaldoData directory and the files inside

From PSE6 on, the database is Sqlite (same with Lightroom).
There are free utitilies like the Sqlite manager plugin of Firefox.
Waldo Data is used for visual similarity searches.
The catalog folder contains the main database, catalog.pse13db.
There is alo another sqlite database for thumbnails and another for faces (recent versions).

Thanks Michel,   I used to program with SQL, the not-so-lite DB version.   SQL has relational database programming.   Haven't worked with SQL for a lot of years already.  Good to know it can connect with PSE.
