Photoshop: Windows Powershell won't initialize after installing Photoshop CC 2017

From the moment I installed the latest Photoshop CC 2017.  I get problems with Windows Powershell.  It keeps initializing and i never get the prompt.

I did already a complete clean install of Windows 10 Home.  From the moment I install Photoshop CC2017 the problem arises.

That's a new one. I haven't seen that behavior before. I'm going to assume that you have set yourself up as the administrator of your PC. Open a command prompt (or Start | Run) eventvwr.

This is the event viewer. See if there is something that shows as "error" in the Windows logs (Application, Security or System) around the time that you try to fire up powershell.

Searching Google using the search terms ("powershell fails to open" or "powershell won't open")
Others have had this problem unrelated to Adobe products.

I don't have a direct fix as I have never encountered this problem, I just hope I can help your to resolve the problem. If you do end up fixing it, please post what caused it.
