Elements: Windows 10 Creators Update broke workspace drop down menus fonts

Since applying the Windows 10 Creators update, PhotoShop Elements 11's workspace drop down menus fonts are unreadable. I found that resetting PE11's General Preference to use the System Font fixed the font display problem.

how on earth do you do that with no menus to click on?

I blindly clicked on where I recalled the access point was.  Once the submenu opened, I could read the options.  FYI, I purchased PSE15.  Unfortunately, converting the catalog seems to have removed the tags for location and person's names.  Otherwise, I am not having problems with that version.

A problem without a problem.  Like a magic act - a light bulb is a problem but a non-technical person finds a way to change the bulb and now it's not a problem. <throwing hands up in the air>

Windows 10 recently did a big update on my computer. Now I go to open Adobe Photoshop Elements 11 and there is no drop down menu i.e. to open or start a new file. I closed the program and tried to open again and there was the same problem. The only difference between now and when I last used it - is the Windows update. What do I need to do to fix it?
