Photoshop CS4: What version of Photoshop supports high resolution monitors? (Win64 8.1)

I have installed (from discs via memory key) CS4 on a new 64bit Windows 8.1 laptop wit 3900 x 2400 resolution and there are two issues:
1. the menu ribbons and icons are impossibly small. Changing the screen resolution does not help.
2. All versions are x.0.0 and the updater does not work.
Any suggestions on how to proceed?

HiDPI support was a feature added very recently in Photoshop CC 2014:
