Photoshop.com: Why Won't Adobe Take My Money and Give Me More Online Storage?

I am trying to upgrade to more storage space from the basic Photoshop Elements gallery at photoshop.com, and I cannot get the system to accept the order. It just sits there after I agree to the terms and hit the button. I have the basic 2 gig gallery because I registered with the Photoshop Elements app for iPad. I do own CS6 but not Photoshop Elements. I am signed in with my Adobe ID which trying to purchase the upgrade.

I don't know if this is a system gliche or if the problem is the fact that I do not own Photoshop Elements. Do I have to actually purchase Photoshop Elements to then upgrade to get more space? I want 40 gigs. Thanks for any help. I cannot find Adobe support for this type of issue anywhere.
