Why Photoshop CS6 can not render video files in format Quicktime and Extension Photo JPEG ?

I am using Photoshop CS6 also as a video editor. When I would like to export and render file in format Quicktime and extention Photo Jpeg, such codec does not exist. Since I am photographer and work on video not very often, I have no intention to buy CS6 Premiere Pro. I would like to ask Adobe where and how can I get the missing codec "Photo JPEG".
