Why on my version of Photoshop the 3D function are not available? do I need to install them separately?

I have the latest version (Photoshop cc) and when i go to the 3D menu. other than Get more content and 3D print utilities everything else is inactive

No, there is nothing else to install. But you need to check why your system cannot use the 3D features. Does your system meet the minimum requirements to use the 3D features (no XP, video card with 512 Meg VRAM and a working driver)?

What OS version are you running?
What does Help->System Info show about your video card?

You have an older Intel GPU, and haven't updated the drivers since 2009.
First, you need to go to Intel's website and update your video card drivers. But I suspect that even with the driver bug fixes, that your GPU is too old to support the 3D features in Photoshop.
