Why is the photo not showing up when I open it?

When I try to open ANY of my photos in Adobe Photoshop Elements 12, they will not open/show up. It's not that my computer is slow, I run at around 60 fps (frames per second) all the time in photoshop. What should I do?

Usually it means that your video card driver has a bug and needs to be updated from the GPU maker's website.

Somtimes it means that you have disconnected a display and the OS still thinks the other display is available and the image is off on that other display.

Thank you! I'll look into the first option since I don't have a dual monitor setup, nor a desktop.

Would anything be different if my GPU was Intel integrated graphics?

No, you still need to update the driver from Intel's website.
