Why is Photoshop slow on my new MacPro?

to run Photoshop CC I had to buy a new MacPro Tower with 64 bit addressing. This tower has 12 processing cores. My old MacPro Tower had 4 processing cores. Photoshop runs no faster on the new machine than the old. Why not? I am disappointed after spending all of the money that I had to to get the new MacPro.

You'll have to check your system to answer that.
The older MacPros had higher DRAM bandwidth than the trashcans - and that can be a factor for some operations.

Or you could have something on your system causing a slowdown, like bad disk structures, corrupt font files or OS font caches, utilities (backup, antivirus, UI modification, font managers, etc.), third party plugins, etc.

Also, have you installed all the Photoshop and OS updates?
