Photoshop: Why is my artwork anti-aliased when I transform it and interpolation pref is set to "nearest neighbor"?

I am working on some pixel art in Photoshop. When I try transforming (I have tried both resizing and rotating), it applies anti-aliasing to my art. I have gone into general preferences and set interpolation to "nearest neighbor", but it doesn't seem to be having any effect. Any idea what could be going wrong?
