Why aren't all Adobe applications completely consistent?

Why cant the Adobe developers get on the same page!? There are major inconsistencies between Applications specifically around the user interface. I thought that the major problems in CS5 would be fixed in the CS6 "just do it update" but clearly Photoshop Illustrator, as well as other departments don't communicate with each other. The differences in how the programs were written are clear when comparing Photoshop to Illustrator on a retina display. Another example is being able to click and drag in photoshop to adjust the size of type, wile in illustrator one must hover and scroll. These are two programs that go hand in hand and my muscle memory cant take the differences. Pick one. My idea... Get representatives from each Product in the same room and talk over how programs can be more consistent.
