I have
- PS CC 2015.1.2
- Win 10 Enterprise 64bit
- allowed allocate more than 16GB RAM in PS settings
- SSD 256GB
- 32 GB ram

But Photoshop behaves as if the entire computer had only 16 gigabytes of RAM. Photoshop swaps on the disk. I usualy have open multiple PSD with webdesign and with 1-3 artboards. If I have three artboards then Photoshop is slow.

Check Help -> System Info to see how much RAM your system says it has.
Photoshop will only allocate RAM up to the limit you set in Photoshop's preferences, and that depends on how much RAM your OS says it has available.

Photoshop can still swap data out to the scratch disk, because your actual usage can easily exceed the RAM in your system (history, multiple documents, etc.).

So first, check and see how much RAM you really have available.
Then give us more details about what you are doing when you think Photoshop is using the scratch disk and shouldn't be (and then we'll see what other information we need to figure out what is going on).

I tested it again and it's probably not problem. Photoshop uses more scratch file instead RAM, but if scratch file is full from ~75% then it uses more RAM instead scratch file. You can close this topic.

Still a bit strange behavior.

I had:
PS scratch file: 10GB/20 GB
Win scratch file: 15/16 GB
RAM: 16/32 GB
Photoshop took: 1,2 GB RAM
Free disk space: 50GB (only one disk)

Allowed RAM for Photoshop: 20,6GB

And Windows showed me error message like this: https://i.ytimg.com/vi/C15Iu45eBxU/hqdefault.jpg

In another situation... photoshop scratch file had 100GB and then no free space left so it refuses continue work. But there still was 16GB free in RAM.
