Photoshop/Lightroom: Why not the same behavior when scrolling with Page down?

When scrolling an image at 100% zoom that is much larger than the screen, the Page Down key in Lightroom (Mac or PC) scrolls to the bottom of the image. The next press moves it to the top and one screen over until the end of the image on the bottom right.

Very handy for evaluating large images with one keystroke and no overlap problems.

Photoshop (again Mac or PC) won't do this. When Page Down gets to the bottom, that's where it stays.

Edit: Adding Cmd to the Fn + Up/Down arrow keys does scroll a screen/page sideways, just not as Lr automatically does it.

It seems to be a hard wired into Photoshop. I know of no Preference that can mimic the Lightroom behavior or any script.

So if anyone at Adobe can address this or anyone knows of a script that will do this, please let me know.
