Why is the app free on mobile devices but not free on laptops??

Isn't it stupid considering they are the SAME apps just for different platforms??!!

Which applications are you talking about? 
Photoshop (as used on tabletop and laptop computers) can not be free on mobile devices because it does not work on those as they do not work with the appropriate OS’. 
The various »companion apps« have limited feature sets.

I assume you talk about Lightroom desktop and Lightroom Mobile, rather than Photoshop. And I assume you would like to get them both for free, rather than pay for both?  :-)

The Lightroom Mobile app itself (which is not the same app at all by the way) may be a free download, but if you really want to use it to its full potential, you need a Creative Cloud subscription. So there you have your answer: it's to promote CC-subscriptions.
