why has the save to web format option been lowered in importance, it is very useful?

It's still there, but it's kind of superseded by 'Quick Export as' because that's a lot faster.

It's not so much deprecated as now "Legacy." Many of us still need to use it unless, or until, the Export functions are expanded to include all that we have inside the SFW dialog. As Johan said, if the Export functions are all that you need, the process has been both streamlined and enhanced to provide more of your needs, including exporting several layers from your document to PNG or JPEG at once.

But if you have a single document you want to flatten, resize, and save with all the metadata options available to you, the SFW is still what you need to use. I wind up using both SFW and Export functions all the time. It just depends on what I'm doing.
