I have version 8.2.1 and am just leaning Lightroom.  My tutorials and Google searches say that if I hold down one image (tick) then hold the shift down and tick a second image the intervening images should be selected.  I have shut down and restarted several times, operating on Windows 10.  Any ideas?

Selecting images and 'Ticking' are two entirely separate functions of the Import dialog. 'Ticked' photos are Imported.
You 'Select' photos by the 'usual' selection methods (Ctrl+click,  Click > Shift+Click, etc) They show the lighter tones of grey borders.
Then you click on the 'Ticks' to apply/remove ticks only to the selected photos.

So if you want to be selective in the Import-
1) [Uncheck All]
2) Select (highlight) the photos to import.
3) Click on the 'Tick' box on one of the selected photos.

The two functions are independent- Selecting / Ticking.

That is indeed how it should work. This is more an OS feature than a specific Lightroom feature. Any application works like this. You need to explain in a bit more detail what you are doing, like where you are (which view or dialog) and what exactly you try.
