ELEMENTS - Why do upgrades end up being downgrades with confusing repositioning of tools?

I have been using PSE for years, started with elements 4, now using PSE 12. Everytime I "upgrade" to the new version its not worth the new learning curve, in fact Elements 9 is better than 11 for many reasons like why do you have to keep shifting the minor controls all over the site. It sometimes takes hours to find the new control buttons like the "undo" feature or changing the size feature in always like a treasure hunt. I have PSE 11 and 12 but windows 8.1 all the sudden made them incompatable overnight. I hate Apple cause they don't play nice with Adobe flash but now I can see your company making Apple type policy that imho will end up losing market share , I am a strong believer in Photoshop and I have used a myrid of editing/storage/sharing sites like Smug mug, Zenfolio, Flikr, Picassa, etc. Is the technology that competitive ? All I want is simplicity and each upgrade ads complexity. I remember when I could e-mail a photo instantly using the Adobe e-mail feature and PSE7, cant do it now ,,,, even is I do enter the 38 or 52 character code for verification . For crissake why cant I run PSE on windows 8.1? Photoshop sucks , That's right I said it. I said it in London, I said it in Johannasburg, I said it at Madison square garden. Should I wait until you get a standardized version or what?
