why can't i download photoshop on my macbook , i keep getting a error 22 saying "Case-sensitive drives not supported" please help me fix

You answered your own question. For some reason your MacBook hard disk is formatted in MacOS X Extended Case-sensitive. I have no idea why; the default formatting in MacOS X is not case-sensitive. Photoshop does not support case-sensitive hard disks, so you would have to reformat your hard disk to get it to install. Remember that reformatting destroys all data, so make a backup first!

I have to admit that I'm a bit surprised, because I'm not even sure that MacOS X can be installed on a case-sensitive disk. Anyway, here's a bit more info from Adobe: https://helpx.adobe.com/creative-suite/kb/error-case-sensitive-drives-supported.html

Apple does support case-sensitive drives but it can cause all sorts of problems.

Beta versions of High Sierra used case-sensitive APFS so if you have a disk that was reformatted during the beta, this could be the problem. You will have to reformat that drive.

No, you can use APFS, just not Case-Sensitive APFS. The default is case-insensitive so I'm not sure why and when you (or the previous owner) changed that. Maybe because he used the beta.
