Why can't I buy Photoshop from Vietnam? Any specific reason?

I'm ready to pay Photoshop for my work, but I find out that I can't and I don't know what the reason is. Are we living in 21st century?

One would think that anyone anywhere would be able to subscribe to any Adobe application.

It looks like only Creative Cloud for Teams is available in Viet Nam.

This probably isn't recommended, but do you have any friends or family members in a country that allows for subscribing to Creative Cloud for individuals who could do it for you?  This, of course, assumes that it's just the business transaction that's blocked and not the internet access.

If I had, which user account I should use. Is his/her account or mine? What I want is Adobe can charge me instead of his/her account.

Back to the question, do you mean if I don't have any one who can subscribe to CC, I won't be able to buy Photoshop?

Yeah i know but they said on their page: "For business users only, Individual users please purchase from the Adobe website"
And I don't see them mentioning cloud features
