Photoshop CC: Where have the artistic filters gone?

They are still part of the Filter Gallery, and there is a preference if you want to show all the individual filter names versus just using the single Filter Gallery entry point.

Preferences > Plug-Ins.... and check "Show all Filter Gallery groups and names"

But "filter gallery" was grayed out on the pull-down. But changing the preferences worked. Thanks.

Now, as a PS, where on the Adobe site or in the instructions does one find these "obvious" controls described? (It took me a few minutes to locate with preferences.)

The Filter Gallery (and all other entries for it) will be grayed out if your document is not in a color mode and depth that Filter Gallery can work with.

The Filter Gallery filters only support RGB and Grayscale, in 8 bit/channel.

And all of this is documented in the online help.
