Photoshop CS3: Where is nearest neighbor setting?

how do I find the nearest neighbor setting for scaling?  I'm still in CS3 on Mac, but will take any help I can get.  Thanks!

In Photoshop's preferences, or the Image Size dialog.
Later versions of Photoshop also offer interpolation settings in the free transform tool options.

Refer to this 4-year-old discussion--there is a setting at the bottom of the Image Size panel, and in CS3, at least, there is a setting in Preferences to set the default for the Image Size panel value:
