Where is import from Dropbox, box, google, etc.? Also the ability to save to those same places

Use Files from the Import icon. You need to be sure you're signed in to the app on your iPad first, but you can simply navigate to Locations and pick any one that is there. That's how you import. To export, choose the Share icon with the document open, Publish and Export, and from the list of places and things you can do  choose one. Dropbox, etc., should all be on that list.

We do it in Folders with Bridge regularly.

And that helps iPad PS users immediately how? By downloading Cloud Documents and saving them out to Bridge? What am I missing here?

Bridge to my knowledge doesn't know from Cloud services beyond Libraries and Portfolio, etc—IOW, Adobe's regular Cloud services. Nothing to do with Cloud Documents.
