Sort of a "fit to window" without changing the window size?

And then we use the existing "zoom all windows" option, or the shift key modifier, to apply it to all windows? But should that zoom them all to the same zoom factor, or to fit each individual window?

Hold down shift, or check the box in the zoom tool options bar.

That does work to simultaneously zoom or scroll/pan all open documents. I added that feature back in CS2, I think.

Photoshop doesn't have a "zoom to fit window" command. I'm just trying to understand exactly what you need and are trying to do so we might implement one in the future.
