You have that set in the import dialog, it's not a Lightroom default.

Either your images are tagged in camera or you're applying a preset that adds the tag

In the Import window's Apply During Import panel, make sure that Metadata is set to None:

If that fixes the problem, you were using an import metadata preset that was setting the star rating. Edit the preset and uncheck the box to the right of Basic Info > Rating.

John,
Problem solved.  Somehow I had checked the box in the Basic Info Section that sets default stars to 3 when setting up my copyright information Preset.

Just careless I guess.

Much appreciated.  Thank.
