Photoshop: Problem opening files - Mac OS X 10.9 Mavericks

Can not save changes made to a file done in Photoshop. Can't open a file from Photoshop.I updated my Mac Book Pro last night 10/26/13 and this morning 10/27/13 ran the Maverick program. Now I'm having Photoshop and Premiere issues. In Premiere I can not open a file or import from the File Menu. These are 2 basic commands that should be at the top of the list commands to work properly.

have you restarted the entire computer/system a second time after updating?

I restarted 3 times, 3rd time just now ..... 3rd times the charm

I Cannot get the COMIC and the PEN and INK filters to work anymore, since MAVERICKS.

I have restarted many times since upgrading. Apple has an auto response that begins
Exception Type: EXC_BAD_ACCESS (SIGBUS)

Restarting the computer under an alias administrator, going thru Elements problem, as recommended was completely useless. The filters cause a crash
explanation from Apple, worth no solution.
