since the update with photoshop CC 2017, everything goes wrong
very slow to launch, and opening anly a Jpg file is hawfully slow : 
windows 10 ( sorry , not on mac)
Asus H97PLUS
32 G ram
slow.... not from the PC i think
spending money to have a shity update... have to work on ...
so ...

Eric, Sorry for you and other users. 
Why do you think "slow...not from the PC"?

Without OS mentioned, I thought it was mostly problems with the "Sierra"OS  but problems are reported also with Windows. Yyet with my Laptop Win 10 Fam v1607, I do not see any problems reported on this forum. Only problems with free templates and synchronization of libraries. Even the Liquify filter is faster. I will now install all my plugins and check depth.

I'm having a similar problem.  Windows 10 32GB updated to 2017 Photoshop CC and PSD's are very slow to open.  I went back to v2015.5 which works fine.  I don't think Adobe cares. I got one reply from an employee who basically blew off the thread.

I can work with the new version, but opening and configurating new files is slow, and i don't think it comes from my PC configuration
i will continue to use it because i need it. but i think for 2018 version, we will need at least 128 GB

Per another thread I started, someone suggested that setting Photoshop.exe to run as administrator (in properties>compatibility tab) would fix the slowness in PS 2017. 
It did work for me.  It was taking me up to 8 minutes to open fairly small PSDs.  Now they open right away.

As I have great difficulty to speak in English, I will stop my participation on the English forums. This is my last message.

FYI and comparison possible with your configuration.

On my desktop, I have 32GB of RAM but it is always CC2015.5 that is installed (Intel i7 3.2 GHz, 2GB NVIDIA - Win10 pro v1607).- Psd 42.5 Mb> virtually instantaneous.

On my Laptop (CC 2017) I only have 8GB of RAM (Intel i7 2.0 GHz, 2GB NVIDIA - Fam Win10 v1607)
- Psd 42.5 Mb> 2-3 sec (not 8 min!!!)

I'm always cautious with new versions. The maintenace of the PC is always important and unfortunately when we have problems, we always think first of a software bug, not our material management. I have no interest in saying that all is well. I have problems with libraries and AdobeStock. The Lighting Effects filter gives blurred images (but also with CC 2015.5) and that's all I have found problems as far. The many personal plugins (filters) copied / pasted from CC2015.5 CC2017 work perfectly an on CC2017 Fuidity filter is faster. I can not say anything else. 

I hope you find a solution, but first check the maintenance of your PC and only then look for other solutions if necessary. Always OS and drivers (GPU Printer ...) update on Windos, reinstall Driver  GPU even if it is current. Test by removing other antivirus and antimalware .... only then uninstall Adobe cleaning tool and reinstall.

I appreciate your input.  It is nice to know that someone has this working well.  

 You were also reading the thread I posted asking about this problem and you saw the advice to from another user to try running Photoshop as administrator.  I think it would have been more helpful if you passed along that advice (which fixed the problem!)

I did not have to pass this advice on this forum because it was already done but I posted this on board immediately on the French forum.
I'm glad that this problem has been fixed in this way but It would be interesting to know why some users have to go through "Administrator" to open photoshop CC 2017 and others not.
