I am a photographer and I take images in hi-res. What is the best way to make an image 1200x800 pixels clear and sharp, but still small enough that it will upload fast on my website when visitors are looking at my images? What are the steps to do it?

It depends on the image. Photoshop provides multiple algorithms (Image Interpolation) for resizing images. Bicubic Sharper (Best for reduction) is used when scaling down using the Bicubic Automatic option under Preferences > General. Some people prefer "Bicubic (Best for smooth gradients)" as a general purpose Image Interpolation algorithm. Experiment and see which you like best. It's someone subjective.
