What in general practice is the proper number of pixels for making a frame for extra fine jpeg images?

Newbie to this forum and in Photoshop. I shoot extra fine jpeg format. Try to learn Photoshop in community school. Learning now making a beveled frame for photos.  For making the frame, it has to open a new blank background file. Pixels for this background file can be 900x600 or 6000x4000.  Here rises my question: In general practice, what number of pixels ought to be used for making such frames for jpeg images?
