And where would you place this text note? On the image itself?
There is a feature to add a note/comment already. The User Comment field.

And further down, under Workflow, there is a field for Instructions.

Thank you very much for replying. I have looked in what i presume is in library view but cannot find it! There is a comments box below metadata, but apparently that is only for shared photos. PS I'm using Lr Classic (desktop). Thank you also to Marsha but still cannot find it. Am I looking in the wrong place?

Left next to the name of the Panel (Metadata) you can change what metadata fields you see. When you choose ' Default'  there is the 'Caption' field but you could also choose 'IPTC' with lots of other possibilities.

If you chose 'EXIF and IPTC' instead of Default, the User Comment field is in the EXIF section; while the Instructions field is further down in the Workflow section.

Thank you again, most helpful, it really is. But I was thinking a more immediately visible text which could be part of the rating system - where you can say what you thought about the photo when the rating just doesn't explain it enough. Eg. 'too saturated', 'prefer this crop' and also notes to help you choose or recall what you were aiming for in your edits. I do that now with a separate set of notes but it would be better if the notes were attached to the photo. Very helpful when you go back to the photo when you forgot your thinking at the time. Hope that makes sense.

And the Comments field is only available when you're in a published service or a synced collection.

Use the built-in Instructions field or maybe look up the BigNote plugin.

The Comments field I am referring to is in the Lightroom Classic Library Module with the Exif metadata. It is always available in that Module.

If you choose 'EXIF and IPTC' one of the fields is called 'Copy name'. The content of that field can be showed on the Cell border. However, the visible part of this annotion is only one line so maybe to short to be usefull?

What i'm using myself for this is the Daisynotes plugin. It does not what you asked but i do mention it because of the use case. This kind of annotations i use mostly for a shoot, not indivudual images. So i want those annotation on my collections, smart collections and folders. This is possible with this plugin.
