error message "WFSQLiteStatement:bind() - illegal data type used as value"

I have my photos and LR catalog on 2 laptops. At home I only work on the big laptop. On the road I work on my little Surface Pro 4. My photos and LR catalog reside in dropbox and are fully synced on each laptop. I make sure my dropbox folder is fully synced before I switch computers.

We just got home from a trip where I synced all new photos to the little Surface Pro 4 during the week via LR mobile on my phone. When I turned on the big computer and started LR, LR started syncing and the sync process stalled and the error message "WFSQLiteStatement:bind() - illegal data type used as value" showed up for the 300+ phone photos I took last week.

This has happened before and a google search indicated the solution is to to remove the sync.lrdata file and restart Lr Desktop. This restarts/refreshs the sync (metadata only). (Windows computer C:\Users\<user>\AppData\Local\Adobe\Lightroom\Caches\Sync Data\Sync.lrdata)

The first time this happened I got really worried, but following the suggestion on the Adobe forum worked. My question is WHY does this happen? I expected to be able to switch seamlessly between computers if I had my catalogs and photos completely in the dropbox cloud.
