Does clearing your File>Recent... menu correct the problem?

Are you on a network that you have to accept usage terms or sign in before it can be used, like when you're in a hotel or coffee shop?

Can you connect to the internet through a browser? If you need to sign in first, and then can connect to the net through a browser, does the Welcome screen starts working?

When I connect to internet via wifi it's working and when I connect to internet via ethernet it's not.

The system window changed:

Are you at home? or a business? Any clues as to what's different between the wired and wireless networks? PS and AI use HTTPS to content to our servers to dish up the content.

I figure it out, I have to enter my username and my password for the network here at my job if I want to see the welcome window each time I open photoshop.

Thank you.

I am having this issue, but entering my username and password doesn't always work. It seems to work on extensions that don't require access to a server (GuideGuide) and welcome screen, but not anything that requires further server connection (Colour CC, PNG Hat). It also doesn't remember credentials meaning I have to re-enter every time I click an extension and every time I launch Photoshop/Illustrator.

As a result I am not able to install any new extensions without coming off my office network, or use ones that require some form of further connection to the internet.

I resolved this by unchecking Load Extension Panels in the Photoshop Plugins preferences pane.
