To get the latest version of LR cc for desktop, you need to have a Creative Cloud license.  This also gets you the Adobe portfolio.  But to use Portfolio, you have to manually export and import images the muck around with the look and feel.  Why not bring that functionality directly into the WEB module and allow for the integration of the collections into Adobe Portfolio more seamlessly.  Plus it gives many of us a real reason not to disable it from the top menu.

Update:  After looking further into this.  The better suggestion would be to add a Portfolio Module to LR Classic CC.  The templates in Portfolio could be synced to LR Classic CC and the Collections selected to be published synced with the "Managed Content" section in Portfolio.  with a final "Resync with Lightroom" form the portfolio side on publish.  This wouid probably be some LUA code and python combined with some XML to get it to work.
