Wacom Tablet causing scrolling problem Photoshop CS6

Whenever I use my tablet to swipe in any direction, Photoshop registers it as moving the scroll bars instead. I cannot make marks with a brush tool or select objects with the lasso tool or anything else like that, it's unusable with the tablet. I've never had a problem with it before, and it doesn't seem to be a tablet problem as I have reinstalled the driver multiple times & have tried other people's tablets to see if that got different results. But it seems to be a Photoshop issue. Any help is greatly appreciated!

i'm seeing the same problem with my Photoshop 2018. I can't even make a vertical stroke. it drags my canvas down when i try to use my brush. I used the same pen and brush on Illustrator 2018 and there were no problems at all. I think it is a Photoshop issue.

[Windows Ink/Tablet bug on Windows 10]

Guys, the latest windows 10 update broke some important things on windows. If your pen is stuck doing the pan/hand tool thing, if your pen is shaking, it is because of the last windows update and it is not wacom or adobe's fault.

To fix it:
You need an elevated cmd prompt. To do this, type "CMD" on your start menu, right click it and run it as administrator.

Then type in this command:
"reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 1 /f" 
Without quotation marks and press enter

Restart your apps and it should kick in
