Premiere: Video transfer sound synch?

Does Premiere allow synchronizing sound and video at SEVERAL (multiple) very precise points?

I explain

I transfer Super 8 films FRAME BY FRAME to video files.
Doing this, I have to capture SEPARATELY the sound of the super 8 films.
In long duration films (over 20 min), even if my video file and my sound file have EXACTLY the same duration, at some points in the film the sound is slightly in advance and at other points delayed.
Is it possible to set several frame precise indexes in the video track, each individually linked to a time index in the audio track to synchronize point by point the audio and the video track?
Result should be a sound time-warp between two indexes to comply with these video-synch points.

I would be glad to buy any adobe premiere release which would be able to perform these tasks.

Premiere Pro would allow that, but I'm not sure about Premiere Elements.
