Premiere Elements Video Playback problem

Okay, Tech support was no help with this one. Just installed Premiere Elements 10. This was an upgrade from 4.0. In preview, the video either does not play or had multicolored pixels so that I cannot see the video. Audio plays okay. Am using a Dell Latitude E5400. Graphic driver is Mobile Intel 4 series Chipset family. Video camera is JVC GZ-MG70U. Output from camera is MOD which is a type of Mpeg-2. Am also having trouble with it previewing WMV files. Have converted one of the old files to AVI, as suggested, but audio did not play, video played but choppy. I have been told it could be a codec issue; that PrE doesn't always decode video files with a "poorly designed codec". I think that excuse is a cop-out. This has apparently been a known issue since version 7 and my codecs work fine on version 4. Had I known that that version 10 was so crappy and Adode is not willing to address this known issue, I would never have purchased the product. It's unusable on my PC. Funny thing is that my co-worker has the exact same PC with the same setup and her PrE10 works just fine. I have spent hours on this issue. I'm done with Adobe products!!
