Premier Elements: Video and audio not synchronous

After streaming mpeg material from my Sony Camcorder HC9 the video and audio are no longer sync in PE but plays fine in VLC and WMP. Investigating the problem further by making a clapperboard clip I found that all was in sync. The issue appears only when I've over recorded an old tape and where I have left gaps in the recording and the old archive material plays.

I believe the issue is caused by a disruption of the video time stamp and a failure of the PE import. What is happening I think is when you playback over the junction of an old recording you end up with an I-frame at the wrong time causing the video to be delayed by a GOP worth of time and hence the audio ends up leading the video. The workaround is to avoid streaming over these junctions.

You need to have a look at how you convert and re-wrap video during import.
