PHOTOSHOP - Video timeline rotation anchor issue

Hello,

So I am working on a 2D project in photoshop that necessitates the ability to rotate an imperfect circular object (basically these are circles with a rectangular tab attached) around a fixed point and turn that into a GIF. To do this with the video timeline tool for a perfect circle I would use free transform>rotate>>rotate 180 degrees. I do that twice to return my object to its original position. However, because in this case it is not a perfect circle, the rotation point is not where I need it to be thanks to the tabs. When I adjust the rotation anchor it works, but when I hit enter the anchor defaults back to its original position. I'm wondering if this is a bug in the program or if there is something I'm doing wrong. I'd appreciate any feedback you can provide!
