Photoshop: Video display problem on Windows 7

I started having a problem with the display in PS CC. I get a lot of noise and sometimes red bars in the image I'm editing. The whole program has slowed down. I replaced my video card but still have the problem. Could the problem be in PS? I have an Intel i7-3770 chip with 12 gig of RAM and Windows 7.

Have you updated the drivers for your video cards from the GPU makers' website(s)?

I installed the new video card yesterday and updated the drivers. Still no change. PS slows when I use the selection tool. If I increase the size of the image on the screen (ctrl +), the excessive noise tends to go away.

I increased the cache to 4. No improvement. I don't see the red bars as much. Might I need to reinstall PS? I'm attempting to upload a screen shot of the red bars.

Closed PS after upping the cache. On restarting it, the problem may have resolved itself. If this is the fix, big thanks!
