Vector Graphic in Photoshop?

I've thought of this like a bazillion times. Why doesn't photoshop support vector graphic?
Is it because it would make the program way more heavy than it already is?

Photoshop does support vector graphics in the shape and path tools, and rasterization of common vector formats (PDF, EPS, AI).

But Photoshop is primarily an image editor, so does not have extensive vector tools that a dedicated dec vector artwork app like Illustrator does.
