Keri,
If you look at the 'Related Conversations'  panel on the right of this discussion, you can see an old discussion about the same message:
https://feedback.photoshop.com/photoshop_family/topics/valid_size_not_available_for_this_creation_wh...

The problem is that the  document offered by Brett N is no longer available...
But the discussion itself describes the problem and might help you.

Hello Keri,  I can bet this is a frustrating task.

Brett N's discussion about country origin will help, so if you wish to do that, please do.  Brett's link to his example resulted in a 404 error, due to his foreign language restrictions reset.

As an alternative method, I don't mean to take this discussion away from Adobe products since I support Adobe in this forum, but I wish to help Kera, as a MCSE engineer.  I found another work-around if it helps.   IF you are satisfied with Brett's work, we can end this, otherwise proceed.

Even in a business card maker such as MS Publisher, business cards will not print properly on an Avery 10-card template unless its parameters are reset to Avery's size and template.   Otherwise, your printing will be outside the margins quite a bit.   I took the time to find the Avery template size parameters in Publisher.  Once reset I made it work.

PSE does not have a relative reset for its size parameters for printing a template, and it will not print on a 10-card template.  Photoshop can format a one-piece business card graphic to fit any 3X2 size card, but it will not multiply to a 10-card template in Publisher.

Kera, you don't say if you have Publisher but if you do, you need it.  If you do, you will need to reset its 10-card template, size parameters, for business card printing on a 10-card template.   Past Publisher's had these parameters built-in for Avery 10-card templates.   It still does have Avery products built-in but Avery is hard to find in Publisher since Publisher is not devoted to supporting Avery anymore.  I might help you further with the correct parameters if you need that later.   Ask.   BUT - this may be the ONLY time I will go off of Adobe forums, to help a person in need with another program.   I know this is frustrating to work-around this.
