I am not able to apply filter rules to collections I'm viewing. Is this a bug or a feature??? I think this worked in LR4.1.

so when you are looking at one of your collections and apply a filter you can see the photos you expect? I'll add a picture to the thread to show what I try to do...

Might be ok, if filters should not work on collections. I would expect all photos in my collection that have been flagged to be shown and they are not. This could be a bug or a feature depending on how LR was meant to work. Should filters only work on the main level (all photos)?

Should work in collections too - if not, then it's a problem.

Is the problem only with pick flags, or all lib filters?

I figured it out now! Filter works on "collection sets" (one level up from lowest level which is "collections". There is a logic to do so, but it could also have worked on collections in my opinion. Just out of curiosity, did it work for you on both collection sets and collections (icon is two stacked pictures) or just on collection sets (icon box)

Works on collections or sets. The behavior you are describing seems strange to me.

Turning on filters only work on catalogue (all photos, quick collection or latest import are all working ok) or on collection sets level. Filters do NOT work on collections (any filter added on collections report 0 photos even if several photos fullfill the filter search criteria(s). I use LR 4.2 and I believe this problem started since this release.

Got the solution from John in a linked thread. Problem is caused by stacks. It's necessary to have all stacks expanded to be sure that filters work correctly!

I had the same problem; expanding all stacks did however not solve the problem in my case.
What did work for me was to apply filter "UnUsed" first (a new preset filter since LR4), and then use the filter of my choice. I guess LR4 introduced a bug with the new "Used" and "UnUsed" filters.

There is definitely a bug with the used/unused filters in collections.

Normally, these filters are only used in the book module. In other modules, they normally don't have any effect. Try both on a folder or a collection set: No effect, all photos are shown. Try "used" on a collection: No photos are shown!

The problem is that when you accidentally come from "used" and change something, e.g. flags or stars in the attribute section, the filter name changes to "user defined", and there is no indication that the "used" is still present internally - you can't see it.
