Using Alt and Ctrl for any shortcut does not work properly

In the previous version of Photoshop (CC 2017.1.1), I could use shortcuts that contained both Alt and Ctrl in any order with the proceeding keystroke (e.g., Alt+Ctrl+Z). Now in Photoshop CC 2018, I can only do commands like these by pressing Ctrl first, not Alt, which is definitely not what the menu says to do. This causes many issues because now I have to try the shortcut again for it to execute since I always press Alt first. So far, I see this issue in only the Step Backward command, but it may occur in other places. I am running on Windows 10 Pro 64-bit.

and also does not support for BLEND MODE Shortcuts
Alt + Shift + y = Type menu open
Alt + Shift + s = Select  menu open

but previous version doing great i thing this is the bug in 2018

This is a known issue in CC 2018. We're are working on an update to address this issue in the near future.

In the meanwhile, as a workaround until we can roll out the fix, you can *either* customize the shortcut by removing the ALT key (the keyboard shortcut dialog is accessible via Edit > Keyboard Shortcuts or CTRL+SHIFT+ALT+K) *or* you can just make sure that ALT is pressed after CTRL.

This should be resolved in the 19.0.1 release which is currently available for update. Please update Photoshop using the Creative Cloud desktop app and let us know how it goes.
