How are you trying to open the ACO (swatches) file?
You should be able to load it in the swatches palette, or the preset manager. Trying to load it into Photoshop would just add those swatches to the swatches palette.

And where are you downloading this file from? It is possible that the file is corrupt, or that your download had a problem. Was it from https://www.google.com/design/spec/st... ?
If so, they also include an ASE file that you could also load in Photoshop. I just downloaded their ZIP file, unzipped it, and both the ACO and ASE files both loaded in Photoshop without any problem.

I tried to open it a couple of ways including, the Preset manager, the Load Swatches command, under the File > Open. Even tried to drag & drop it. I don't get a response from PS when I try any of these ways.

I get it file from the material design page at Google, the link you.

*Update* I loaded it ASE file and it worked just fine! I didn't realize it was successful, until I tried it twice. I suppose I was just waiting to get a response from PS to tell me the swatch was loaded.

Sorry for the trouble!

There is no response - it just loads the swatches form the file.
