Elements 12: would not reopen after closing, and now errors uninstalling

After closing PE-12, it doesn't reopen.
The software was uninstalled and in the process, the message: Error 1306 was generated.
Google suggested two actions to address the problem, one of them included use of ErrorEnd.com to deal with registry errors (supposedly there are 4225 of them) but others report that ErrorEnd.com software subsequently causes computers to slow down, do repetitive scans, etc..
What should be done to enable PE-12 to open and operate properly?
